This isn't remotely true. This is a weird EO, but what it's doing is much narrower than this.
Let's unpack this a bit.
Retired members were recalled in droves post-9/11 and every once in awhile since then. The US military has always had that authority, it's why you're never really "retired" from the military, rather you're a "member of the military on the retired list." Lifelong risk of recall has always been part of military retirement.
Sections 688 and 690 of Title 10 USC grant the authority to recall retired members of the military to active duty. What's interesting is that there are sections in these two laws that drop very particular restrictions on who, how many, and how long retired members can be recalled to active duty. Each of these laws also include a clause that, in times of war or national emergency, those restrictions can be lifted.
What Trump's EO does is amend Bush's post-9/11 EO 13223 to include language which makes the interpretation of those sections take into account that it is, at present, a "national emergency."
Those restrictions which are lifted, specifically, are:
* Exempting officers retired under selective early retirement from reactivation.
* A time limit of 12 months of active duty after activation.
* A maximum of 15 general or flag officers (all types of generals and admirals) from each of the four branches can be recalled at any given time.
* A maximum of 25 officers from each of the four branches can be recalled at any given time.
