Yes on naturally smarter, and yes if a predisposition to constantly train counts

its partly due to training

people with talent for athletics can still do worse than those that dont

but the top of the top is people who both have genetic capabilities, but also the push for training

i dont think that would really be innate, but more learned

money can partially fix it

but not directly

imo

money and competition can fix it in tandem

but straight money will just go to waste

the planet where teachers dont get fired for being bad teachers
