Is < $100 an unreasonable budget for a chink shit camera?

I literally don't know anything about cameras. My phone cameras have always disappointed me, though. There's always noise everywhere and pictures look like fucking watercolor paintings

I just want something that looks crisp, maybe something I can take a picture with and use it as a wallpaper without noticing all the imperfections
