Calling anyone something that is intended to be demeaning or belittling solely because of their skin color is racist.

Intent/context matters though.

Uncle Tom is almost always used in a derogatory way and is a term aimed at black people. So it's usually racist.

I mean Facebook isn't exactly the pinnacle of logic in reasoning.
