I could understand something like this: "ensure a ‘just transition’ for all workers" if it were about "how do we transition workers in non-green jobs" effectively into similarly paying jobs or provide training to get out of jobs that will go away from a transition to non-fossil fuels

but nope, it's about allocating funds based on arbitrary guidelines that have nothing to do with the capabilities of the people receiving the money
