In war you conspire to defeat the enemy. History is completely full of examples of hurting oneself to cause need to for war. Like when a conflict breaks out, leaders will use accidents done by allies and say it was the enemy. Always conspire non stop... Always lie amd use anything that cannot be proven to ur advantage. Let the enemy do what they will, especially if it cannot be prevented cuz it'll be useful for moral afterwards. So I think conspiracy theorists are not so crazy.
