Well I was not present for the meeting, but it was a lock down procedure, how to effectively contain a shooter, and where to move people in case of a shooter.

.22 has by far the lowest kill shot for self defense.
The rest of pistol calibers are relatively close together. After that it goes rifle and then shotgun.

I started as a cop in Georgia. State law, we aren't allowed to ask someone for a permit unless it's relevant to an investigation

If someone shot up the place then we could ask for a permit, and charge them with the misdemeanor of unlicensed carry, which means nothing because they're already getting a shitload of other charges
Georgia also doesn't require a permit on private property or in a car
Florida is weird. Has to be in a closed container or snapped in a holster unless you have a permit. Putting your gun in a clear Ziploc bag counts as a closed container
