Nope. A gyro system deployed which stopped the spinning of the rocket. It was still climbing. The rocket is spun so as to keep it steady during ascent. In the sideways-facing camera, you can even see the gyro mechanism deploying.

And to top it all off, even if it did stop dead, this still isn't evidence for a dome. The rocket only went to an altitude of 73 miles, while you claim the dome is at 3,400 miles. And if it was hitting something, while going at its maximum speed of 3,420 miles per hour, why did it hit and not break either the dome or itself?
