maybe you shoplift or something and get caught
the police give you a fine or community service or something
then you do something else and again
etc many times
its only when someone is a career criminal and starts doing more serious crimes that the police actually incarcerate someone for a long time
remember a famous case of a guy a few years ago who beat his wife, assaulted some other guy
think he tried to stab hsi wife too, dragged her out on to the street by her hair, cut the telephone wire so she couldnt phone for help
no jail
only when he murdered someone did he go to jail, and he still got time outside for good behaviour and stuff, which then he took advantage of to run away and rape a girl

many such cases!

here it is known eastern europeans do more crime things like shoplifting, robbing atm machines, muggings etc

no it means if a group is commiting more lower level that the police dont give jail for, they wont be represented well in the jail population even if their crime rate is much higher in actuality
