Can't remember exactly how someone described it to me one time, but it was essentially following an idea of taking certain aspects of both so that you still have a market but it is regulated in a way that prevents infringing the interests of the nation and the people.

It's like how the economy works today, but degenerate shit or actions that would harm the people or the national interest is not allowed to be sold. That does mean no more Pornhub, but I don't find that an issue.
