i don't know, i've always understood 'deep state' to mean exactly what project veritas is showing, just at a higher level: unelected lifetime bureaucrats manipulating and undermining the legitimate government. people like lois lerner and john koskinen.

they get to hide behind miles of bureaucracy and red tape, are completely unaccountable and can't possibly be fired for malfeasance.

if you become a political enemy of theirs, they can just leak government records about you, start investigations, audits, inspections, cancel permits, pressure your bank to cancel your account or deny services. lots of ways they can fuck with you and no one would have any way to stop them or even know it was happening.
