It's progressives coming out with spurious allegations on a daily basis, demanding that each be investigated and thereby overwhelming the justice system. Then when the justice system inevitably fails to deliver some conclusion they'll accept, they'll simply claim the system is illegitimate and bypass it.

It's a method of de-legitimizing existing institutions such that they can be supplanted by institutions that progressives control.

What all of us need to wrap our heads around is that the progressive left does not intend to abide by existing norms, rules, laws, etc. They will use them against their enemies when convenient, but otherwise they'll sidestep and ignore them to achieve their ends. Anyone saying "they can't do that because of <insert law here>" is deluding themselves.
