I was reading some of your comments, and their consistent.

The whole "deny citizenship thing" hmmm, I think it incentivizes high performing immigrants to earn money in the host country and ship it abroad.

So it depends.

If you want their labour, but don't want them to have ownership of anything, it is better to you telecommunications to let them work remotely.

Or have some sort of contract visa.
