At some point even the welfare state becomes a crutch that you can't free yourself from, as we see today with those in poverty. So many have tried and haven't been able to "fix" them into becoming productive members of society--even in captalism when you're benefited for doing more.

The warning order needs to be given now. A military deployment of the required scale takes a great deal of planning and logistics and can't be done quickly.
