I think most of the water regulations, in their details, are left to the municipal districts.

Yes, in many cases it has to be treated and there are also other regulations that are at discretion.
I remember such regulations as how far an industrial business has to be away from the source of the water.

One issue of many open water supplies is the amount of animal feces, I remember.
There have been additional regulations due to that.

It had infected the water supply, because its carcass had started to rot.
There were several cases of severe sickness.

It is not so untypical.
There are a lot of water reservoirs that are open to the elements.
AFAIK, this is frequent on the west coast.
I still think everyone deserve privacy until final verdict.
