if the students who score well but can't afford to go can qualify and get their education paid for via scholarship, maybe even in the form of corporate funded scholarship that gauruntees a job leaving college at the corporation funding the scholarship?

in germany its done through government funding of students. But public universities or colleges whatever the equivilant is i think american colleges are british universities and vice versa but whatever, if you want to make a masters or doctorate in germany on a public university, you dont pay for that. But they only accept - or accepted, im confident with social justice this has softened up - the best people on a number of places representative of the actual need in the fields. If you are poor, you even get an interest free government loan every month for your expenses.

thats why you limit it to a number representative to the need of people in the field only accepting the best and i think at least the direct loan is not determined by the university. But i agree that there are certain risks.

Well that depends, actualy. If im having someone drive around dangerous material, im going to have to have him certification for that due to liability issues
