The point of the joke was that nazism can come off really casually. Hitler was the most casual, unapologetic, habituous, obsessive anti-semite, which is the exactly what the joke seeks to ridicule. The subject of the joke was Hitlerism and anti-semitism, because in Hitler's ideal world, every dog would seig heil and long for J-ish destruction. We must be able to ridicule evil ideas, so people can more easily identify these ideas as such. The Idea of casual anti-semitism is offensive, so we should be able to ridicule it.
Secondly, anyone can recognize the joke of a clown dancing on a cliff. He won't fall and die, though he might pretend to, as a joke. Meechum's joke dances on the line between legal and illegal, which is a joke about political correctness. Meechum's joke shows us where the line is, and why it's absurd to cross the line, by dancing like a clown on top of it, with his innocent pug. The absurdity of causing gross offense of it is the whole point.

Also nazi's don't like explicit jokes about their very serious plans of jewocide, they like innuendo's.
But even nazi's have a right to joke.
The clown says 'gas the juice' because it's a joke. Anti-semitism is not a joke, but it is ridiculous. It's supposed to be absurd and gross. In a way, all Jokes are grossly offensive. The transgression, subversion and re-purposing of ideas is the very essence of comedy. Ridiculing gross offense ('what if my dog was a nazi?') is not the same as intentfully causing gross offense ('it is a fact that dogs can smell jews from two miles away')
In short, it was a joke ridiculing anti-semitism. Though we may understand the confusion between ridiculing anti-semitism and actual anti-semitism and explain the joke after the performance, which makes it a bad joke, it's still a joke.
