They would be much better off if they had a more orderly environment, but without rule of law, and also their unrealistic and unsustainable numbers to cater for, they will perpetually be subjected to a twisted and chaotic environment of primitive experiences to shape their perception. All this aid they receive is really shitty for them, they should never have received shit for free other than knowledge. Knowledge can be shared freely, as it still requires them to put in the effort to enjoy the fruits there of, but as it stands, the foreign aid, the grants etc, all of that takes away their need to be responsible. They should never have been provided free shit in the first place.

It's like giving a beggar money, worst thing you could do. If you feel like giving money to someone that needs it, give it to the guy making an effort trying to sell something... At least they make an honest effort to earn the money, even if you don't need what they are selling, you can always find it to someone else that might need it down the line.
