It doesn't matter whether the land is empty or not. It is not theirs. They are wiping their asses with property rights by doing this, and it's a slippery slope from there onwards
If they go for farms in full use. The thousands of black workers will lose jobs and blame the ANC. And the owners will resist with possible police standoffs ensuing. The anc are criminals they know how to steal effectively its what they do,so they know to start with the easy land first.
