to apply for a service for the us military/gov it has to open it's doors of secrets for total inspection
to check for any loopholes or internal threats to the dept of defense in usage of such a system, also if it were to provide any sort of services to any other nation, current contracts would be null and void due to protection of secrets act
in other words, the company has to be exclusive to dept of defense of usa only, no services/products allowed to any other nation.
however other services can be provided to other parts of the usa gov, but still must be restricted access use only
