I can see the "bipartisan" legislation to fix the water infrastructure as only justified if it was apparent that it was a national security issue.

The problem with some corporations, theres few examples you can cite, is that sometimes they will take the free gov't gibs and obscure the books to make it seem like they weren't given enough, just so they will get their bill extended for the next year.
One huge example is the Connect America Fund
Telecoms took the money, bought and paid for equipment they didn't need in central offices and then later complained they didn't get enough gibs.
