AFAIK all they can really do is release a 'flavour' of the TOR Browser which superficially filters certain .onion domains, which could trivially be forked and circumnavigated.

Honestly I doubt most of the devs care, I assume they're talking about it because the media always paints them in a bad light because they don't like not having 100% control over everything. I think it's possible to prevent TOR from easily working, and it's certainly possible to outlaw it (which is a barrier to using it, can't be totally stopped I don't think). They don't want that overhead/stigma in the west. I imagine the devs actually care about free speech, and are trying to avoid getting in a hate speech argument.
