In Aus' english we would never call hot dogs or burgers a sandwich.
Burger is a type of sandwich
I'm not saying you can't identify either as a sandwich but we don't do it.
Also, we don't call things "fudge" just for being chocolate flavoured.
Hot dog isn't a sandwich because it's one piece of bread, IMO. If it's one piece of bread it can't be a sandwich. Otherwise a bread bowl of soup could be called a sandwich
If you break the bun in two, then the hot dog is a sandwich
