It's not an awful correlation by any standards of measure. There is a link between the climatic conditions of a region and the cranial capacity of its population. Neanderthals for example, who lived in a tundra environment, had a brain volume of 1600 cubic centimetres, while today's Caucasians have a brain volume of 1350 cubic centimetres
