I would agree with most of it. I definitely think it's one of those situations where doing a little makes things worse than if you did nothing nothing at all. seems like a good idea to me, and there is some evidence that it works, so I don't see why you wouldn't try it.

I think reintegrating people into society helps a lot, even on an emotional level. If addicts feel that they are a part of a community that is willing to help them recover and see's potential in them, then they might be less inclined to turn towards their addiction when times get tough.

I think that heavy drugs like meth and heroin isolate people, and stigma plays a role in that.

Yeah, and who knows maybe if Trump gets woke enough he might at least legalize weed.
