House is based on districts in a state. Senate is state wide vote. Because originally the senate was state representation appointed by the states to defend state rights in congress. After reconstruction of the civil war the federalists changed it to a vote of the people

And fyi cities and suburbs have more districts than outside of it mainly due to gerrymandering.

The House and Senate are different chambers.
Originally the Senate was elected by the state legislatures as their representatives to the federal government, and the house was elected by the people of the states as their representative.
Hence why each state sends 2 to the Senate, but the house is split up by population distribution.
But as Floki said, the Senate is now also elected by the people instead of being sent by the states, unfortunately.

The reason the senate went one way and the house the other is because the senators are elected every 6 years, the reps every 2. All 435 reps were up for re-election, only 33 senators were
