Too fast and momentum can help do some of the work
more time for all of them, really, to make sure there's proper form
what about upping it to 1 min 30 but 40 minimum?
I personally wouldn't measure push-ups like I'd measure sit-ups
If anything, have it be 3 minutes with 30 being bronze, 45 being silver, and 55 being gold

Far easier to do 55 push ups in 60 seconds, and average guy who goes to the gym twoce a week can easily acheive that feat where as the sit ups req is ridiculous if using proper form
