Constructing a dam would create a huge freshwater lake in the Congo

From this lake a canal would be dug to the Southern tip of the lake Chad basin

So the water woul run off to there

But for real. I am not a big fan of those big environmental experiments. There are way to many things that could go wrong.

Easier thing would be to take Northern African coastline, deport the locals into the interior and build one long ass wall
