Even if you partition off other races to only their members in the same level of poverty blacks commit far more crime

@Legalize the point being that race and culture are wrapped up in one another, and cannot be so simply seperated as we often think

there is a difference between someone who has the tools to dig themselves out of poverty and someone who doesn't, even if both have a record and little money
