This is quite a low estimate, some estimate as high as 12 million for the whole Congolese population.

A report done by a council created by Italy, Switzerland and Belgium done from 1904 to 1908 to look into accusations against Belgium and they didn't find much genocide.
People like to point to cherry picked images of people with mutilated hands, and while this did happen this report shows that it was mainly done by the black natives, hand mutilation happen in the Congo long before and long after Belgian rule.
