If one does not graduate from a school of basic education, the dividend will never be give to said citizen. It will also be illegal to lend or borrow said dividend from the program. The implementation of a social credit system based on one unified single system-wide social credit score for each citizens. This national social credit system must use data analysis technology along with a system of paper records. This will allow the state to cut UBI off, expel from schools, and enforce travel bans on those who break the law or manage to become an economic liability to society. Those who manage to do well shall receive UBI, have an easier time getting loans, traveling, and better school or job opportunities.
