During the invasion of Lebanon by Israel much of country was forced to fend for itself since Lebanon was really weak at the time and couldn't fight isreal

So Hezbollah was one of several militias formed to fight the jews

And they basically acted as the government in formerly occupied areas for a while

They were building infrastructure in destroyed areas

And also they have support from the local Lebanon Christian community
