Virginia unlike most states has INDEPENDENT CITY LAWS

Thus Charlottesville is completely independent of all outside governments

there is no Sheriff in Charlottesville

the Charlottesville PD is absolute as are the city Magistrates

no County law over them at all

That's the problem with magistrates

In most states in America

With commonwealths

Most of Dixie and the Midwest

u have a 3 tired system

tiered

So say CITY X is in Y County

The City Police are still supreseded by the Sheriff in some matters

and both are superseded by the State Police

So your county government is over your city

You have a chain of governmentr

with an Independent City, you have a virtual City-State

Most states you are prosecuted by a COUNTY PROSECUTOR

In C VILLE its all the city

so if the city is bad, you have no recourse

Virginia is one of the few places with Indepenedt cities

Maryland also has it

Unless you complain to the state attorney general

Baltimore City and Baltimore COunty are 2 different places

About transport. We parked with hundreds others 2 miles away and got transported to Lee park by rented vans

That was one oversight about Charlottesville everyone missed, the political chain of command

Signer literally was a virtual dictator

Signer took orders from Terry McAuliffe and the Clintons

Signer made sure the Negro Police Chief got the blame

so he could hide the fact that he and McAuliffe were the guys who originated the Stand Down Orders

How you know that is even the VA State Police stood down
