The red circle makes it much cleaner than a white one

Top center is also very distinctive

The mid left one's extra red stripe is iffy. Hard to place meaning on an extra red stripe. White field around the blue makes it less cluttered.

I can get the symbol biggest on the top left, while retaining all the symbolistic qualities, which is what's important.

White makes the red jut out and look pointy
