Hey guys have a bit of a debate for you guys
I'm at a college where it's a non-smoking and one of my friends who's name will be (Bob) to protect his info.
He got caught smoking on the second floor which is open outside and where the RA's smoke now and again.
He got caught by a female RA he gave her his name and student number and was just informed after a conduct meeting he was never informed of and was given a 10 community service without being able to defend himself.
Is it legal or is this college on the hardest of crack?

He also is a decent student and never got in trouble before
