Coruscant is just a giant collection of mega-structures

coruscant was a normal planet

easily hundreds of stories tall

and megastructure requires it to be built in space

if its built on a planet it isnt a megastructure

If it was in the lore that they where building two at the same time then that'd make sense if I wanted to creatively interpret the lore that's what I'd do
