Europe has great public transportation, but I would say they don't go far enough to discourage people from using it, if that makes sense.

Enforcing working out isn't bad. I think the creation of a state social organization of communities that brings adults and children alike together for outings, projects, and classes, not unlike the boy scouts. We entice them into these organizations and from there exert social authority to correct destructive behaviors like drug abuse and obesity.

Definitely need a youth program like the scouts of old. Also we could lower taxes for those who can pass a state issued fitness test.
