They can ID you by browser info, device information, and screen resolution

Tie it to other information from other websites where you openly identify yourself

Anyway, if you have rare enough device info/resolution/browser/plugins etc.... VPN won’t even necessarily save you

Then again even IP doesn’t perfectly locate or tell people all that much, depending on your ISP and how they pipe your connection to you

There are places in California that show up as Oregon or Nevada in Arizona etc...
