I think that may be considered concealed @Melektaus, but it doesn't look like batons are illegal unless spring loaded. I'm certainly no expert on Virginia laws pertaining to carrying sticks, though.

I'm wondering if a sound course of action - provided one isn't going to be part of an actual shield wall - is to fashion a shield small/light enough to prove an effective striking tool, should the need arise. Something smaller than a Norse round shield, or the typical kite and heater shields, but probably larger than a true buckler.

The expandable baton law is purposefully written so as to give the prosecutor and police great leeway in how it is interpreted. The application of the law depends on the officer, the situation, and the DA's decision. In other words there is no telling how it will play out until it does.

Besides rain protection they can be used as a weapon, you can hide your face from media if we walk past them, they can offer you or a wounded comrade shade, etc

If things get out of hand a helmet/shield/goggles might come in handy but just standing around in that outfit will look pretty ridiculous imo

I'll have my gloves on, because it takes some time to get them on properly and we may need to respond to a very sudden attack, but plan to have my goggles, mouthguard, et al. stowed in my hydration pack.
