If, on the other hand, you were to say “Ladies and Gentlemen, if you look at these statistics, you’ll clearly see that, as the *negro* population in a community rises, a proportionate rise in bicycle theft is observable.”
That’s not incitement. It’s... kinda douche, and depending on the motivation of the speaker, probably racist, but it’s not incitement.
