Clean water generally works best, I've never heard of anyone using baby shampoo.
Just don't panic and rub your eyes, and it usually passes pretty quickly as long as you aren't sensitive to it.

Look, there is no magic solution to pepper spray. Nothing neutralizes it, and any relief is temporary. You have to flush it out and let it run its course. Clean water or saline solution is generally what works best, adding stuff to it doesn't make it work better.
Milk is arguable, I've heard different stuff. But putting milk in your eyes is a good way to get an infection.
My emt buddy says don't mix the water and baby shampoo until time to use it to maintain sterility
If you get sprayed, don't rub your eyes or skin or you will just make it worse. Breath evenly and don't panic. Wash out your eyes, and especially rinse out your mouth if you get it in there. So long as you aren't sensitive or allergic to the irritants, it passes pretty quickly so long as you don't make it worse. I am saying this as someone who has been sprayed multiple times.
