i thought their plan was to not have a vote, but to continue with the investigation anyway.
the idea being that doing it that way still permits the democrats to use subpoena authority, but denies the minority party the ability to do so as well
the goal not being to actually impeach the president, but to abuse federal power and money for democrat opposition research

actually holding a yes/no vote on impeachment would be suicidal to a lot of democratic congressmen and can't possibly result in Trump's removal from office, so why do it?
