Kenney seems to be playing it smart by preparing Alberta for separation by withdrawing from many arrangements with the federal government, and simultaneously taking over federal responsibilities within the province (tax collection, pensions, police, etc)
Just remember the constitutionality of equalization payments hasn't actually been decided by the courts yet
