Considering that when I was public school ~15 years ago, typical class size was ~30 per teacher.
We have a limits by age group as well, so basically the limit for 1-2 y/o is 6, for 3-4 y/o it's 9, and then 12 for 5-6 y/o

Meanwhile court-case after court-case has been skewed with judges having ties to TFL and Uber, and Uber, instead of being banned from the City of London, has had their licence to operate in the City extended again and again.
