An economic system is not enough to start to create policy, a social system is not enought to start policy. You need a (relativley) structured view on social life as a whole (including economics and social issues and perhaps more) and that is called an ideology. To implement an ideology one engages in politics.

@olev Communism isn't even Socialist... It uses Socialism as a means to an end - notably the achievement of Communism. If you wanna get really anal 'bout it you could qualify Socialism as a family of Ideologies rether than subdividing it into strands called stuff like Fascism, Stalinism, Social Democracy and so on.
