ɔ is pretty much always transliterated as o in english

i dont see how the one aspirated h which is hard to notice anyway, is a difference so great that it outshines the easy to notice one called ŋ versus n

actually pyongyang is from the official south korean transliterations

the only majour difference i can recall between north and south korean is a few differences in words and oe being pronounced oe in north we in south

if it werent obvious already, oe isnt in the name pyongyang

so the most majour difference isnt even involved with the name

so the south korean translits can be used just as well for the north korean ones

actually in most languages that have an ng sound its pyongyang or similar
