That's like saying, a pervert handing out candy to children is pathological altruism. He does it with the intention of luring them into his van for his own uses. When you take the long view, colonialism is a calculated bribe to the people to accept subjugation under a new class. Only a pervert calls this altruism. Expansion of power and wealth in the ruling class is the intention. Portraying yourself as the 'good guy' can be apart of this strategy. If pathological altruism existed, the Empire would fall overnight because the masses now lack education to produce and govern for themselves. Moreover, land concessions are only made after successful rebellions, not before, or when the Empire can no longer extract surplus from the region (an Empire cannot run on loses). There is many evidences that point to your hypothesis as deceptive and delusional.
