From another book I’ve read, it stated that sticking to one’s race should be more than just having boarders, but reality is having a country full of tribes with different cultures, different races(whom which display different skills) and different religions would be chaotic.

Rights are revoked once you are deemed(on an individual level) unfit for society and their interests
