They'd have to go through the DMV
They just call up and ask?
Indeed. I would imagine that they file paperwork with bureaucrats.
I.e. know an employee there that can get them the deets
Bribes may even work
But no *legal* means to do it

@Flint I'm sure that there is a law out there somewhere in the incomprehensible legal framework of the U.S. that would allow them to get that information.
After all, the "experts" actually can't even count the number of laws on the book.
Let me give you an example: You can be arrested for having a fish that violates a Federal, State, and/or foreign law.
