From the information we have, the IP address logged came from Maxine Waters' staff office. So it sounds like he used his credentials to gain access to Waters' office (instead of doing it from Lee's staff office), and then use one of the computers in Waters' staff office to edit the Wiki pages...in an attempt to hide who actually did it.
